各省份中小学“停课不停学”期间政策指导脉络与对比分析研究

【摘  要】2020年抗击新冠肺炎疫情期间在全国范围内开展的“停课不停学”运动,是我国在线教育的大规模实 践,而政策指导对于“停课不停学”推进有着重要的指导和保障作用,是影响实践开展和变动的重要因素。对政策 指导的分析和挖掘有助于加深对“停课不停学”期间政策指导发展脉络和地区间指导差异的认识,进而为我国“互 联网+教育”变革工作提供有效建议。本研究构建了“时间—地区—政策内容”的在线教学政策三维分析框架,收 集了全国范围内在疫情期间中小学“停课不停学”相关政策文件,采用文本分析的方法,从整体上分析了政策发展 脉络与各省份的政策指导差异,并就分析结果为未来“互联网+教育”的变革推进提供了建议。研究结果显示,疫 情期间中小学“停课不停学”政策指导可划分为部署期、回应期、优化期和深化期四个阶段。经济发展水平较高地 区的政策指导侧重优秀经验案例的分享;经济发展水平中等地区的政策指导侧重在线教学的教学支持和教学安排; 经济发展水平有待提升地区的政策指导侧重基础设施配备和技术、资源支持。研究还总结了各地政策指导的创新点 和特色指导情况。

Comparative Analysis and Research on Policies during “Disrupted Class, Undisrupted Learning” Period in K12, China: Based on Policy Documents in Various Cities and Provinces

Abstract:The nationwide “Disrupted Class, Undisrupted Learning” is a large-scale practice of online education in China during COVID-19 pandemic. Policy guidance is an important factor influencing the implementation and change of “Disrupted Class, Undisrupted Learning” campaign practice. Analysis and exploration of policy guidance help deepen our understanding of policy threads and the differences between regions, therefore provide insights for “Internet+ education” reform in China. After constructing a “time-region-content” three-dimensional analysis framework for online teaching policies, this study collected policy documents in primary and secondary schools in various provinces, and adopted a text analysis, in order to form the “policy threads and the differences between regions. Finally, some suggestions are given for “Internet+ education” reform in the future. Results showed that the policy guidance of “Disrupted Class, Undisrupted Learning” in K12 during the COVID-19 can be divided into four stages: “Deployment (2020.1.29~2.4): Guidance and Experimentation on the Eve of Practice”, “Response (2020.2.5~2.12): Focusing on Practice Issues”, “Optimization (2020.2.13~3.5): Forming a Systematic Guidance Pattern”, and “Deepening (2020.3.6~3.20): Using Practice as an Opportunity to Grasp Opportunities for Change”. Also, there are differences in policy guidance between regions with different levels of economic growth. Policy guidance in high level economic growth regions focuses on sharing examples and experiences; for regions with medium levels of economic growth, the policy guidance focuses on online teaching support and arrangements; for regions with low levels of economic growth, the policy guidance focuses on infrastructure, technical and resource support. This study also summarized innovations and local features of policy guidance in each region.
