“互联网+”时代基础教育服务供给的模式机制及实践经验

【摘  要】互联网新技术与新思维在推动教育服务供给的模式创新、机制创新方面发挥着重要作用。为汇聚群 体智慧,广泛汲取教育一线的实践经验,本文依托北京师范大学陈丽教授团队开设的cMOOC“‘互联网+教育’与 教育数字化转型”,基于课程主题二“供给侧改革视角下的教育资源供给模式”涌现出的三个典型案例,采用半 结构式访谈的方法,挖掘提炼政府、学校、社会组织不同主体在促进优质资源共享和教育均衡发展,破解新时代 的教育矛盾中的创新举措。研究发现,“互联网+”时代基础教育服务供给在特征方面呈现出消费驱动的供给关 系、个性化的供给内容、多元化的供给主体;在供给模式方面形成了政府自上而下机制主导模式、学校自下而上 需求驱动模式、社会组织桥梁联动模式;在供给机制方面形成了多元协同机制和多元投入机制。基于此,文章提 出了未来基础教育服务供给的发展方向。

The Model Mechanism and Practical Experience of Basic Education Service Supply in “Internet Plus” Era

Abstract: New Internet technologies and new Internet thinking are important in promoting innovative models and mechanisms of education service supply. This article was based on the cMOOC“‘Internet plus Education’and Education Digital Transformation”Course offered by Professor Chen Li’s team from Beijing Normal University and three typical cases under the theme “Educational Resource Supply Model from the Perspective of Supply-Side Reform”, in order to gather wisdom and to extensively learn from the practical experience of the front line of education. Semi-structured interview was adopted to explore innovative measures the government, schools and social organizations had taken in promoting the sharing of high-quality resources and the balanced development of education, and in resolving contradictions in education in the new era. It is found that basic education service supply in the“Internet +”era showed its characteristics in consumption-driven supply relationship, personalized supply content, and diversified supply subjects. The supply mode has formed into three types: the top-down government leading mechanism mode, the bottom-up school demand-driven mode, and the social organization bridge linkage mode. The supply mechanism has formed into two types: the pluralistic cooperative mechanism and the pluralistic input mechanism. The article then put forward future development direction of basic education service supply.
