“互联网+教育”创新发展保障体系的框架探究

【摘 要】“互联网+教育”的创新发展是需要多措并举的保障体系。本文依托cMOOC“‘互联网+教育’与教育数字化转型”主题八“‘互联网+教育’创新发展的保障体系”,对相关政策文件、理论研究及课程平台与社群中汇聚的内容进行质性分析,提出“互联网+教育”保障体系的内涵及框架,即组织管理(包括专业教育信息化队伍及领导力建设和多部门协同机制)、教育投入(包括加大教育信息化经费投入和多元化投入机制)、科研创新(包括理论与技术创新)及网络安全(包括数据安全和内容安全)。本文以此为分析框架,结合一线实践者的实践经验,对北京市海淀区第二实验小学智慧教育的实践与探索进行案例分析,发现该校智慧教育的实施离不开各个方面的保障,试图从区域政府及学校层面为“互联网+教育”创新发展保障体系的建立提供理论与经验参考。

Constructing an “Internet + Education” Innovative Development Assurance System: A Case Study of Beijing Haidian District Second Experimental Primary School

Abstract: The innovative advancement of “Internet + education” necessitates a comprehensive assurance system. Based on cMOOC“‘Internet + education’ and education Digital transformation” theme 8“ ‘Internet + education’ innovative development assurance system”, this article makes a qualitative analysis of relevant policy documents, theoretical research and content emerged from curriculum platform and community, and proposes the connotation and framework of “Internet + education”assurance system, namely, organization management (including professional education informatization team leadership construction and multi-sectoral coordination mechanism), education investment (including increasing educatio n informatization funding and diversified investment mechanism), scientific research innovation (including theoretical and technological innovation), and network security (including data security and content security). Taking it as the analytical framework, this article combines the practical experience of front-line practitioners to analyze the excellent case of“Internet plus Education”, specifically the “Practice and Exploration of Smart Education in Haidian District No. 2 Experimental Primary School”. It is found that the success of smart education in this school cannot be separated from assurance of all aspects. The article aims at providing theoretical and empirical references for the establishment of the innovative development assurance system of “Internet + Education”from regional government and school levels.
