基于学习者需求的京津冀终身教育协同发展的三螺旋模式研究

【摘 要】为了推动京津冀终身教育协同向纵深发展,需要构建与之相适应、能充分调动各方力量的协同模式。通过对京津冀终身教育协同发展的必要性及其存在问题的分析,基于“三螺旋创新模式”理论,构建了以学习者需求为中心,政府、大学、产业为协同主体的,致力于宏观、中观、微观互动的京津冀终身教育协同发展的三螺旋模式,实施策略包括“政府、大学、产业协力营造满足学习者需求的宏观环境”“政府、大学、产业、学习者间的良性互动营造满足需求者的中观环境”和“提升学习者自我培养的质量营造满足学习者需求的微观环境”,为提升京津

冀终身教育协同发展的效率和质量,激发多元协同主体活力,提供了新的理论视角和实践思路。

Research on the Triple Helix Model of Cooperative Development of Lifelong Education in Beijing-Tianjin-Hebei Region Based on Learners’ Needs

Abstract: In order to promote the coordinated and deep development of lifelong education in Beijing-Tianjin-Hebei, it is necessary to build a suitable cooperation model that can fully mobilize the forces of all parties. Based on the analysis of the necessity and existing problems of the collaborative development of Beijing-Tianjin-Hebei lifelong education, and theoretical transplantation of “Triple Helix Innovation Model”, this paper puts forward that learner’s needs is the basis of the three main collaborative bodies of Beijing-Tianjin-Hebei lifelong education, namely, Government, Universities and Industry. Triple Helix Cooperative Model of lifelong education in Beijing-Tianjin-Hebei is based on learners’ needs, and this mode is discussed from three aspects of Government, Universities, Industry, in working together to create a macro-environment to meet learners’ needs. Interactions between Government, Universities and Industry creates a medium-sized environment, improvement of learners’ self-cultivation quality creates a micro-sized environment, in order to improve the effi ciency and quality of the collaborative development of life-long education in Beijing-Tianjin-He bei, to stimulate the vitality of multi-collaborative subjects, and to provide a new theoretical perspective and practical ideas.
