【摘 要】开放大学有多“开放”？2024年6月笔者应邀在中国国家开放大学举办的“数字化开放教育与学习型社会建设国际会议”上作了主旨发言，本文在这个基础上进一步阐述了发言中的观点。远程开放教育的本质似乎一直在变化，鉴于此，开放大学必须思考开放程度这一问题。被称为传统大学的教育机构也在利用技术手段延伸其教育空间，变得越来越开放，而那些自认为是“开放”的大学应该如何应对这种情况呢？对于开放大学而言，它们有哪些战略选项？它们可以通过何种途径探索这些战略选项？开放大学创设的初衷在很大程度上是为了扩大高等教育的机会，从这一点上讲，其运行模式很适合21世纪的社会，也与联合国可持续发展目标4相吻合——确保包容、公平的优质教育，促进全民享有终身学习机会。本文提出了关于如何提高开放式教育机构的开放程度的建议，认为在开放式教育机构进一步践行其传统的使命，即提供可获得、包容、（规模）可扩展和可持续的教育，这些建议可以作为开展战略对话交流的基础。

How Open is an Open University? A Strategic Framework for Open-ning Higher Education

Abstract: How‘open’ is an open university? This paper is an extension of a presentation given at the International Conference on Building a Learning Society through Digitisation of Open Education, held at the Open University of China in June 2024. The presentation suggested that, since the nature of open and distance education seems to be changing, it is imperative that open universities consider their open-ness. Once-traditional universities, drawing on technologies to enhance their reach, are becoming more open themselves. How should those universities self-identifying as ‘open’ respond? What strategic options exist, and how might they be explored? Open universities are, for the most part, developed to improve access to higher education; as such they have an operating model suited to the 21st century context and alignment with Sustainable Development Goal 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. Suggestions for extending the open-ness of open institutions are provided that might form the basis for strategic conversations, as open institutions seek to further their legacy commitments to available, inclusive, scalable, and sustainable education.
