【摘 要】在全球教育数字化转型的背景下，教师教育者是职前教师数字胜任力培养的源头主体，其数字胜任力的提升对教师队伍数字化建设至关重要。我国教育数字化政策不断完善，但针对教师教育者的数字化培育体系仍较为薄弱，欧盟跨国联盟开展的digiTED@EU项目提供了可参考的实践范式。本文构建“微观—中观—宏观”三层分析框架，梳理该项目“实践先行、框架后置”的培育路径。借鉴欧洲的跨国协同经验，提出我国的教师教育者培养发展路径：一是推动数字研修转向常态化制度支持；二是依托高水平师范院校构建梯度协同的数字发展共同体，弥合数字鸿沟；三是构建常态化的监测追踪评估机制，以循证实践优化相关政策，推动教师教育者从被动适应技术转向主动引领教育数字化转型。

Bridging the Knowing-Doing Gap: The EU Pathway to Enhancing Teacher Educators’ Digital Competence

Abstract: Against the backdrop of global digital transformation in education, teacher educators are the key source agents of preservice teachers’ digital competence, and the enhancement of their digital competence is crucial to the digital development of the teaching force. While China’s educational digitalization policies have been continuously improved, the digital cultivation system specifically targeting teacher educators remains relatively weak. The digiTED@EU project implemented by a transnational EU consortium offers a practical paradigm worthy of reference. This study constructs a three-level analytical framework of “micro–meso–macro” and examines the project’s cultivation pathway of “practice first, framework second”. Drawing on Europe’s transnational collaborative experience, it proposes development pathways for cultivating teacher educators in China: first, promoting the shift of digital training toward regular institutional support; second, building a tiered and collaborative digital development community based on high-level normal universities to bridge the digital divide; and third, establishing a regular monitoring, tracking, and evaluation mechanism to optimize relevant policies through evidence-based practice, thereby promoting teacher educators’ shift from passively adapting to technology to actively leading the digital transformation of education.
