【摘 要】利用以互联网为核心的新一代信息技术促进基础教育均衡发展是推进教育现代化进程的重要命题。大
量各具区域特色的创新实践纷纷涌现,但难以在常规化的基于政策推动创新举措的推进模式中共享体现。为集聚群体
智慧,广泛汇聚鲜活的基础教育均衡发展的实践经验并自下而上提炼出互联网促进基础教育均衡发展的创新模式,本
文依托北京师范大学陈丽教授团队开设的cMOOC“‘互联网+教育’与教育数字化转型”,基于实践经验各异的学习者
在课程主题一中交流讨论的文本数据,采用LDA主题聚类模型挖掘群体智慧汇聚产出的核心话题,并在此基础上结合
对浙江省金华市与河南省信阳市固始县两个典型案例的深度访谈,从理念引领、技术支撑、模式机制、保障体系和问
题挑战五个方面总结提炼互联网促进基础教育均衡发展的创新模式。文章核心内容汇聚了一线实践者立足创新土壤、
因地制宜开辟新路径的经验智慧,能够为持续、创新推进基础教育优质均衡发展提供鲜活的、可借鉴的实践模式。同
时,文章采用的基于群体智慧、总结提炼理论的研究方法,也将为后续开展互联网教育理论创新研究提供启迪。

The Practice Mode and Mechanism Guarantee of Internet Promoting Balanced Development of
Basic Education

Abstract: Promoting balanced development of basic education by using a new generation of information technology taken Internet as
the core is an important proposition to promote the modernization of education. Innovative practices with different regional characteristics have emerged. However, few are shared and reflected in regular promotion mode of policy-based innovative measures. To gather
collective wisdom, especially practical experience of balanced development of basic education, and to refine the innovative model of
Internet promoting the balanced development of basic education, relied on the cMOOC“‘Internet plus Education’and Education
Digital Transformation”Course offered by Professor Chen Li’s team from Beijing Normal University, this article used the LDA topic
clustering model to analyze text data exchanged and discussed by learners with different practical experiences in theme one, to discover
core topics of collective wisdom and outcome. In-depth interviews with two typical cases from Jinhua and Gushi were followed. The
innovative model of Internet promoting balanced development of basic education was summarized and refined from five aspects: concept guidance, technical support, model mechanism, guarantee system, and problems and challenges. Experience and wisdom of frontline practitioners based on their innovative soil and new approaches according to local conditions were brought together in this article.
It is expected to provide a fresh and referable practice model for the sustainable and innovative promotion of high-quality and balanced
development of basic education. Meanwhile, research methods based on group wisdom aiming at summarizing and refining theory in this
article is expected to inspire future Internet education theoretical innovation research.
