【摘 要】“十五五”时期是我国基本实现社会主义现代化承上启下的关键阶段，对服务全民终身学习的开放教育提出了新的时代要求。本文立足“十五五”国家战略导向与首都发展新需求，思考北京开放大学的转型发展路径，系统阐释开放教育在人口结构变化、技术革命深化与现代化人民城市建设深入推进多维背景下的高质量发展逻辑。研究提出，开放大学应坚持“夯实基础、全面发力”的总体基调，通过把握发展方位、明确战略方向、构建任务体系、强化思想引领、夯实实施保障，加快构建更加适应城市产业形态、人口结构、治理方式的服务全民终身学习的泛在教育体系。研究旨在为“十五五”时期开放教育的高质量发展提供理论参照与实践框架。

Focusing on the New Requirements of the “15th Five-Year Plan” and Exploring New Paths for High-Quality Development of Open Education

Abstract: The“15th Five-Year Plan”period marks a critical stage linking the past and future for China to basically achieve socialist modernization, and it imposes new demands on open education that serves lifelong learning for all. Based on the national strategic orientation of the“15th Five-Year Plan”and the new needs of the capital’s development, this article reflects on the transformation and development path of Beijing Open University, and systematically elucidates the logic of high-quality development of open education against the multidimensional backdrop of demographic structural changes, deepening technological revolution, and the in-depth advancement of modern people’s city construction. The study proposes that open universities should adhere to the keynote of“consolidating the foundations and advancing all-round efforts”. By grasping the development orientation, clarifying the strategic directions, building a task system, strengthening ideological guidance, and consolidating implementation guarantees, accelerate the construction of a digitally intelligent and ubiquitous education system that serves lifelong learning for all and is better adapted to the urban industrial form, demographic structure, and governance mode. This study aims to provide a theoretical reference and practical framework for the high-quality development of open education during the“15th Five-Year Plan”period.
