【摘 要】教育数字化战略持续推进背景下，高校数字教材建设在政策执行的四个维度上分别呈现出建设热、管理热、申报热和供给热。这一热潮不仅是政策响应的外在表征，更折射出政策执行系统的深层张力，揭示其生成逻辑与内在困境对优化政策执行具有重要意义。基于史密斯政策执行过程模型的分析表明，该热潮是在政策牵引力与模糊性、机构项目管理导向、教师策略性应对以及外部商业化助推的多元互动中逐步建构而成。对此，研究建议提升建设内涵，强化机构专业引领，激发教师内生动力，构建协同共生的外部生态，以推动数字教材建设从政策驱动走向质量为本。

The Boom Phenomenon in Digital Textbook Construction in Higher Education and Its Optimization Pathways: An Analysis based on Smith’s Policy Implementation Process Model

Abstract: Against the backdrop of the continuous advancement of the education digitalization strategy, the construction of digital textbooks in higher education institutions has respectively exhibited a “construction boom”, a “management boom”, an “application boom”and a “supply boom” across the four dimensions of policy implementation. This “boom” is not only an external manifestation of policy response but also reflects the underlying tensions within the policy implementation system; revealing its generative logic and inherent dilemmas holding significant importance for optimizing policy implementation. An analysis based on Smith’s policy implementation process model indicates that this “boom” has been gradually constructed through the multiple interactions of policy “traction” and “ambiguity”, an institutional orientation toward “project management”, teachers’ “strategic responses”, and an external “commercialization boost”. In response, the study suggests enhancing the connotation of construction, strengthening the professional guidance of institutions,stimulating teachers’ intrinsic motivation, and building a synergistic and symbiotic external ecosystem, in order to propel the construction of digital textbooks from being “policy-driven” to being “quality-oriented”.
