【摘 要】人口老龄化推动老年学习需求持续增长并日益分化,仅靠老年大学的内部资源,已难以同时扩大办学规模和提升服务质量。开放办学因而成为老年大学落实积极应对人口老龄化国家战略的重要举措。当前,老年大学开放办学主要面临三方面的问题:教育资源整合利用不足;跨机构、跨场景的学习信息难以汇聚;多元学习成果的认定与转换尚不完善。这些问题深层的原因在于老年人整体性学习过程与分散性教育供给之间缺乏制度衔接。学分银行制度可通过共同规则连接不同主体、资源与成果,改变开放办学中教育要素的组织方式。具体而言,外部教育资源评价机制能够帮助解决开放办学中的优质资源纳入与共享的问题;终身学习账户贯通机制能够持续归集不同机构和场景中的学习信息;学习成果认定转换机制则能够促进多元学习成果的积累与衔接。上述机制的有效运行,还需要进一步推动学分银行制度化发展,建立统一的学习账户体系,并健全多元主体参与保障,为学分银行持续支撑老年大学开放办学提供必要条件。

Research on the Internal Mechanisms and Functional Mechanisms of Credit Banks Empowering the Open Operation of Universities for the Elderly

Abstract: Population aging is driving the continuous growth and increasing differentiation of learning needs among older adults. Relying solely on their internal resources of universities for the elderly has made it difficult to simultaneously expand the scale of school operation and improve service quality. Open operation has therefore become an important initiative for universities for the elderly in implementing the national strategy of actively responding to population aging. At present, the open operation of universities for the elderly mainly faces three major challenges: insufficient integration and utilization of educational resources; difficulties in aggregating learning information across institutions and settings; and imperfect recognition and transfer of diverse learning outcomes. The underlying cause of these problems lies in the lack of institutional articulation between the holistic learning process of older adults and the fragmented provision of education. The credit bank system can connect different actors, resources, and outcomes through common rules, thereby changing the way educational elements are organized in open operation. Specifically, the external educational resource evaluation mechanism can help address the incorporation and sharing of high-quality resources in open operation; the lifelong learning account linkage mechanism can continuously aggregate learning information from different institutions and settings; and the learning outcome recognition and transfer mechanism can promote the accumulation and articulation of diverse learning outcomes. The effective operation of the above mechanisms also requires further promoting the institutionalization of credit banks, establishing a unified learning account system, and improving safeguards for multi-actor participation, so as to provide the necessary conditions for credit banks to continuously support the open operation of universities for the elderly.
