【摘 要】加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，是党中央提出的一项关系
我国发展全局的重大战略部署，其目标在于实现经济高质量增长。高等教育担负着服务经济社会发展的重要使命，
在构建新发展格局背景下要重塑发展理念、提升服务能力、重构评价机制和重视教育发展规律。为此，可以从科学
布局、提高质量、调整结构、均衡发展以及法治建设五个角度来深化高等教育改革。

Higher Education Reform under the Background of Building a New Development Paradigm

Abstract：Accelerating the construction of a new development paradigm with a “dual circulation” development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement is a major strategic
task related to the overall development of China proposed by the CPC Central Committee. Its goal is to achieve high-quality economic
growth. Higher education undertakes the important mission of serving economic and social development. Under the background of building a new development paradigm, education reform is emphasized in four aspects: reshaping the development concept, improving the
service ability, reconstructing the evaluation mechanism and focusing on the rule of development in education. Therefore, higher education reform could be taken from five perspectives: scientific planning, improving quality, adjusting structure, balanced development and
legal construction.
