如何提升老年人数字包容性——基于《澳大利亚数字包容指数报告》分析

【摘 要】在国家不断推行数字中国战略的背景下,数字技术的快速发展为社会各层面带来了颠覆性的变革,我国处于数字化和老龄化的共振期,老年群体的数字包容性问题凸显,他们在数字时代的边缘化现象加剧,如何提升我国老年群体的数字包容性成为一个日益重要的社会议题。近年来众多发达国家开始重视老年群体面临的数字包容性问题,本研究通过梳理近三年的《澳大利亚数字包容指数报告》,分析了数字包容的三个关键维度数据的变化:可访问性、可负担性以及数字化能力。研究进一步明确了澳大利亚在提升老年人数字包容性方面的策略、主要特色和存在的问题。基于这些分析结果,本研究提出了从国家、社会和个体三个层面出发的策略建议,为我国破解老年人数字包容性困境提供借鉴思路。

How to Improve Digital Inclusivity for the Elderly:Analysed Based on the Australian Digital Inclusion Index Report

Abstract: Amidst the continuous implementation of the Digital China strategy, the rapid development of digital technology has brought revolutionary changes to all aspects of society. China is at a critical juncture where digitalization and an aging population intersect, highlighting the issue of digital inclusion for the elderly. Their marginalization in the digital age is intensifying. How to enhance digital inclusion for China’s elderly has become an increasingly significant social issue. In recent years, attention to the digital divide among the elderly in developed countries has grown. This article reviews Australia’s Digital Inclusion Index in the last three years, assessing trends in accessibility, affordability, and digital skills. It identifies strategies and issues in boosting digital inclusion for Australia’s seniors and suggests solutions at three levels, national, social, and individual, to inform our approach to this challenge.
