【摘 要】英国高等教育质量一直位于世界前列，享有极高的国际声誉。但随着学生人数持续增长和经济危机、财政赤字压力增大，英国政府在高等教育领域颁布了一系列以资助体系改革为核心的变革措施，引入市场竞争机制，打破原有格局，尤其是准入途径的变化。因此为了继续维持和提升其高等教育国际声誉，英国政府对单一模式的质量保证模式进行了重构。从HEFCE2016质量评估操作模型到学生办公室（OfS）质量监管方法，英国政府开始实行以风险为导向的质量保证模式，采用了一种对环境敏感的、基于风险的、以证据为基础的联合质量监管方法，废除了重复性的周期审查，而将审查的重点放在风险较大或潜在风险的领域，从而力求确保学生获得优质的学术体验，并在全球范围内保护英国高等教育声誉。

Th e Changes of Quality Assurance Framework of Higher Education in UK

Abstract: Higher education in UK has a high international reputation, admired for its quality in teaching and research. The British government has carried out a series of reform to deal with the stress brought by the increasing student numbers and fi nancial defi cit, of which the funding system reformation was the core. Then the government set out a new quality assurance model to comply with the market-oriented reform and sustain the world-leading status. From HEFCE revised operating quality model to the OfS regulative framework, the UK government began to carry out a risk-based quality assurance framework, which is environmental sensitive and evidence based. The new quality assurance framework will focus on areas that are risky or potentially risky instead of repetitive periodic reviews, so as to ensure that the student to obtain high quality academic experience, and to protect the worldwide reputation of UK higher education.
