【摘 要】2016年，教育部印发《教育部关于办好开放大学的意见》，强调探索具有中国特色、体现时代特征的开放大学办学模式。面临新的社会经济发展环境以及新的历史使命，如何选择合适的战略路径，更好地发展在线教育，是办好开放大学必须要回答的问题。开放大学建设面临诸多问题与挑战，而这些问题与挑战都需要从战略目标确立、当前状态评估、设计改进举措和落实责任主体等环节逐一细化，才能探索设计出开放大学在线教育的实践路径和操作策略。本访谈将深入阐释开放大学如何从整体上考虑在线教育发展，根据政府、社会、自身发展需求统一调配资源，实现向最优发展方向的转移。

On Future Oriented Open University Development Strategy：An Interview with Yuan Wen

Abstract: “Opinions of the Ministry of Education on the Success of the Open University” issued by the Ministry of Education emphasizes the exploration of the mode of open universities with characteristics of Chinese and The Times. Facing new economic and social development environment and the new historical mission, how to choose appropriate strategic path to better develop online education are the questions must be answered by the Open University. The construction of Open University is faced with many issues and challenges needed to be detailed one by one, from the aspects of strategic target establishment, current status assessment, design improvement measures and implementation of the main body of responsibility, so as to explore the practical path and operation strategy of the Open University online education. Yuan Wen, president of Shanghai Open University , explains how the university considers the development of online education as a whole, and unifies the allocation of resources according to the needs of the government, society and its own development, so as to realize the transformation to an optimal development direction.
